Narrative:
PROBABLE CAUSE: THE PILOT-IN-COMMAND'S FAILURE TO INSURE THE AIRCRAFT CONTAINED ADEQUATE FUEL TO COMPLETE THE FLIGHT, WHICH RESULTED IN LOSS OF POWER IN BOTH ENGINES DUE TO FUEL EXHAUSTION.
