Narrative:
During the initial climb, the pilot reported a problem on the frequency which led him to turn to the left and return to the runway immediately. The investigation was unable to determine why the pilot aborted the flight. However, given the trajectory described by the witnesses, it is likely that the pilot was confronted with a partial or total reduction in engine power.

It is possible, given the temperature and relative humidity conditions, that a phenomenon of carburetor icing during the ground phase is the cause of this reduction in power during takeoff.

The investigation was unable to determine what led the pilot to attempt to return to the runway rather than continue along the extension of the runway, the environment of which was conducive to a forced landing. Several factors could have contributed to this decision:
- the pilot may have wanted to minimize the risks of material damage in the context of selling the aircraft;
- it is also possible that, faced with a partial reduction in power, the pilot considered that he had enough power to reach the runway;
- finally, due to his flying experience, the pilot was able to assimilate the situation to that experienced in a glider during cable breaking exercises, a situation during which returning to the runway by a U-turn is possible from a certain height.

After making a U-turn, the pilot approached the unpaved runway at an angle of approximately 30°. Shortly after flying over the metal fence demarcating the airfield, the ULM stalled to the left at a very low height and then struck the ground. It is possible that a late detection of the fence caused a surprise with the potential effect of an inappropriate nose-up action by the pilot to clear this obstacle leading to the stall.

Amateur built as Jodel D19 F-PMJR in 1995 and cancelled 10/08/21. Then modified as a Jodel D195 and registered as an ultralight.
